Dear Sir,
I am in receipt of your No. 20062/1914, dated 5th inst., and note from it that the Governor of Hong-
Kong has submitted a copy of revised conditions for
the Portuguese Housing scheme, which, it is stated, I have accepted.
I further note that the Secretary of State has
appr ved of the scheme subject to the proviso that
the conditiona under which the land is to be alienated
shall be laid before the Legislative Council before
any lease of the area is definitely promised to me.
In my letter dated Hong-Kong, 2nd. karch last,
addressed to the Hon. Mr. Claude Severn, Colonial
Secretary, I accepted the regulations submitted with
his letter of the 38th February, subject to an
agreed limit being placed on the expenditure of the
lessees as set out in the last paragraph of Clause
H., and also subject to the water, which it is pro-
posed to supply to the reserved area, being filtered
water.
I enclose copy of the letters above referred to
for your information and would state that up to date
I have received no communication as to what limit
has been or will be placed on the expenditure of
the lessees under the last paragraph of Clause H.
shall esteem it a favour to be allowed to see the Right Honourable, the Secretary of State on the subject and trust that he will accord me an early
interview.
